In 2023, more than 6 out of 10 French people had an electricity contract with EDF and its Tarif Bleu (the regulated sale tariff for electricity). If we consider that most of them have a Base meter option (with a price of electricity that is the same every hour of the day) and that the average power of the meter is 6 kVA, then we can say that the average price of kWh in France is -€ and the annual meter-standing charge is -€.

Electricity prices in France : forecast in 2024
The government plans to increase the price of electricity in France from 2024. For exemple, the tax "Accise sur l'électricité" will rise from €1 per MWh to €32.0625/MWh on 31 January 2024. This substantial increase is likely to have a major impact on the price of electricity. On the other hand, the gradual withdrawal of the Tariff Shield will lead to successive increases in the price of electricity. An initial increase of 10% is expected on 1 February 2024. For the moment, no information has been confirmed by an official source.

The Tempo option is an off-peak option offering very attractive tariffs during 343 days a year (between 25% and 50% savings compared with the base tariff). On the other hand, the tariffs are around 3 times higher 22 days a year, during Peak Hours (the red days, which correspond to days when demand for electricity is high). What is included in the electricity bill in France ?
The price of electricity includes many different components. In particular, the price of a kWh of electricity is recalculated every six months or so by the CRE and validated by the Government. This price is the sum of 3 components:
- The price of supply ;
- The price of transmission ;
- The price of taxes.

The price of electricity supply
The cost of electricity supply includes the costs of supplying electricity, which are influenced by market and ARENH prices. Sales and marketing costs vary according to the structure of each supplier, with significant differences between large and small players. The margins of each supplier are also determined by their commercial strategy. For example, electricity prices can differ significantly, with EDF, because of its reputation, not needing to set tariffs as competitively as smaller suppliers seeking to gain market share. Specific features, such as EDF's financing of nuclear power stations, contribute to these variations.
The price of electricity transmission
Known as TURPE, the cost of electricity transmission is the same for all suppliers. It covers the cost of transporting electricity from its source (such as a nuclear power station or renewable energy installation) to the place where it is consumed (home, business or factory). This tariff depends exclusively on the meter power subscribed to, with a proportional increase for higher power. Importantly, this cost remains constant across all French regions, whether rural or urban.
The price of electricity taxes
There are three taxes on electricity :
- The VAT ;
- The Transmission Tariff Contribution, known as CTA in French ;
- The "Accise sur l'électricité".
The VAT
VAT on electricity is charged at two rates: one on the price per kWh and the other on the subscription:
- 5.5% on the subscription ;
- 20% on consumption.
VAT is an unallocated tax revenue. It is deducted from bills by electricity suppliers, then paid to the Treasury before going directly into the general government budget. Suppliers do not receive any VAT collection fees for their work. VAT rates on subscriptions and consumption are strictly identical for all electricity consumers in France, regardless of their energy supplier.
The Contribution Tarifaire d'Acheminement (CTA)
Introduced in 2005, the Contribution Tarifaire d'Acheminement (CTA) on electricity bills is a fixed levy, independent of consumption and the price of the subscription. However, its amount varies according to the consumption profile, linked to the type of meter and the base or off-peak option. Subject to a reduced VAT rate of 5.5%, this tax is intended to finance the retirement of employees of the Electricity and Gas Industries (IEG) before 1 January 2005, which include public-sector players such as Engie, EDF, Enedis, RTE, GrDF, GRTgaz and non-nationalised distributors.
It is calculated on the basis of the Tariff for the Use of Public Electricity Networks (TURPE), which covers electricity transmission and distribution costs. The CTA specifically represents 21.93% of the fixed part of the TURPE excluding VAT for customers connected to the public distribution network, including the annual management component, the annual metering component and the fixed part of the annual extraction component. With the constant increase in TURPE, driven by the need to maintain and modernise networks, the CTA is currently rising slightly.
The "Accise sur l'électricité"
The Accise sur l'électricité tax is the result of a merger between the CSPE (Contribution to the Public Service of Electricity) and the TICFE (Taxe Intérieure sur la Consommation Finale d'Électricité). The Accise sur l'électricité is the biggest tax on electricity. Financed by all electricity consumers, both private individuals and businesses, this tax goes directly into the State budget.
The standard rates of the "Accise sur l'électricité" are :
- 32.0625€/MWh for households (power ≤ 250 kVA) and similar (economic activities with power ≤ 36 kVA) ;
- 22.5 €/MWh for capacity above 250 kVA ;
Exceptional reduction in excise duty on electricity from 1 February 2022 to 31 January 2024
Following the increase in the price of electricity since the energy market crisis began in 2021, an exceptional reduction applies to all consumers. The excise duty on electricity is €0.5/MWh for business customers and €1/MWh for private customers.
